Create Dialog Incorrectly Displaying Unpromoted Items Before Promoted Items

The documentation states that by promoting User Created templates, the Blank Page and Blog Post options on the Create dialog are not visible.(see createdialogdocumentation.png) However, I have promoted all of my custom templates and unpromoted all other templates (see Usrcreatedtemplatelist.png, blueprinttemplatelist2.png and blueprinttemplates2.png) . I even removed the permission to create blog posts for everyone.

The Blank Page and Blog Posts are still the first 2 options. (see createdialog.png)

Either the documentation is not correct or this is a bug. Please advise which is the case.

If the documentation is the issue, I still believe that the Blog Post option should not be visible if no one has permissions to create a blog post.
