Add an option to trigger Mail Notifications when pages are Moved

In the past Confluence used to send notifications when pages where moved. During the course of development that feature was removed as it was not considered useful since moving several pages at once would cause a flood on mail notifications.

Hence this feature is raised so we can provide a option on mail notifications to trigger the notification when the page is moved.
