New created JIRA Users are showing in Confluence People Directory even if Confluence application access was never granted to this users

Steps to Reproduce

1. Created a new JIRA users on a test instance: Test User
2. Checked Confluence People Directory, Test User is showing even if Confluence Application Access was not granted to the user

Expected Behaviour

• The People Directory displays a list of people who are authorised to login to your Confluence site. JIRA users who was never granted Confluence Application Access should not show in the People Directory

Actual Behaviour

• New created JIRA Users are showing in Confluence People Directory, even if Confluence Application Access was never granted to them
