Link from "Table of contents" does not work when target header in collapsed text

Steps to Replicate

1. Install Confluence 5.7
2. Create a new page
3. Add a few header and contents as you can see below:
   
4. Add Table of Contents macro
5. Add header 6.1 and its content to an Expand macro
6. Save the page

OBSERVED BEHAVIOR

When the user click on 6.1 header while the Expand macro is collapsed, nothing will happen. However, if the Expand macro is expanded, then user will be redirected to the correct content.

EXPECTED BEHAVIOR

User should be able to be redirected to the correct content although the expand macro is collapsed.
