Delete Comment permission not effective for Inline Comments

      Steps to Reproduce:

      1. Add a comment inline on a page
      2. Remove Delete Comment permission for a test user, including any groups the user is in
      3. Log in as the test user.
      4. Delete the comment.

      Expected behavior: The test user could not delete the comment
      Actual behavior: The test user can delete the comment
