Add GC logging to Windows Services created by default.

We now enable GC Logging by default, on Linux and Windows instances that are started using the batch file. It would be nice to have this enable by default on Windows services as well.

This could be achieved by adding the parameters in the service section of this document to service.bat in the distribution, so any service created will automatically have GC logging.
