Broken links in setup wizard

There's a broken link in the setup wizard, and in some of the database configuration screens, HTML tags are visible.

Setup > Production > Choose database configuration > MySQL > Documentation link is trying to go to http://localhost:8090/setup/help.prefix and throwing an exception.
Should go to https://confluence.atlassian.com/display/DOC/Database+Setup+For+MySQL

Setup > Production > Configure Database > Oracle11g or SQL Server > Datasource
HTML is appearing in the note (see attached)
