Problem Summary
Main issue: When the Base URL of Confluence is changed, the some URLs in the Workbox notification tray will still show the old URL until Confluence is restarted.
Secondary issue: Furthermore, there is inconsistent behavior between the different links in the Workbox. If you receive a notification in Workbox that includes a link to a Confluence Page, or a link to a comment on a Page, it will use absolute links (which is building off of the old base URL) while all other links (Reply, Like, Stop Watching, etc) use relative links (built based on the current URL being accessed)

Reproduction steps:
- Receive a notification and note the URL of the "Open" link
- Change the base URL to something else
- View the notification tray and check the "Open" link again
Expected behavior
All of the links should have been updated to use the new base URL, or all should be using the relative URL. That is, there should be consistency
Actual behavior
Some links use relative links while others use absolute links (such as "Open") that still point to the old URL
Workaround
Restarting Confluence will rebuild the absolute links to use the new Base URL. If you are on Confluence Data Center, you will need to make sure all nodes are shut down, then start each back up (that is, do not do a rolling restart).
This will address the new base URL issue, however it does not address the consistency issue.
