Rate Limits on Page Creation Happen At the Wrong Point

    Description

      When creating a new page in confluence, the amount of content is limited by the number of users (i.e. if you have too many users for your license you can't create new pages). This business case makes sense, however the point at which the check happens is flawed.

      The expected behaviour is when clicking the "Create" button, the dialog display a warning message or error, preventing you from initiating the edit/create cycle.

      The current behavior is that you are allowed to begin the edit/creation process, and only after clicking the "Save" button, do you see the following error:

      The resulting impact is that all the work you just tried to create has been lost. Although clicking "back" in some browsers will let you recover the content, since this is a licensing issue, it's unlikely that the root problem can be solved before a full session time out occurs.

      The ideal solution would be to add a usage check earlier in the workflow. Keeping the current check is protection against race conditions, however is not sufficient on its own for a good user experience.
