      By default, when a new user is created, it will be automatically added into confluence-users group.

      When you want to assign the user to a another group, you will have to redirect into the "Groups" tab and and add membership to the user.

      There may be some cases when Confluence Administrators removed confluence-users group and define its own "can-use" group members. When adding new user, the bug occurs where adding user permission is denied - https://jira.atlassian.com/browse/CONF-22778

      It will be an additional feature and bonus in convenience for Confluence if Confluence Administrators would be able to define the group membership from the beginning so that the issue above can be prevented.
