Step to reproduce

Disable the Confluence German (Germany) Language Pack
Clear the plugin cache
Restart Confluence
Edit a page
Hover to the save button

Expected Result

Observed Result

As you can see, the tooltip message is changed from Save your page (Ctrl + S) to Save your page (Type Ctrl + S)
