Sidebar sometimes overlaps the header (possibly caused by the banner)

      See screenshot. This happened to me on a new 5.6-SNAPSHOT instance with a license that was about to expire, hence the banner at the top.

            Issue has another variant in newer versions I found in 7.12.0 and 7.13.0 all caused by same issue. See uploaded images. All variants can be fixed by fixing the calculations.

            Confirmed reproduction in 6.13.21, also confirmed cause is side bar not computing top: Npx correctly. It doesn't seem to be taking into account the height of the banner and only the header. This only occurs when scrolling up too quickly.

            Code can be found at sidebar-ia.js inside fixSidebar().

            Need to figure out a way to fire confluence.header-resized event when custom html becomes visible.

            Having the same issue with 5.8.15 and Safari on Mac as well as IE11 and Firefox on Windows.
