Allow to start editing on header or section

It should be possible to start editing in dem middle of an article.

Currently the user has a very high interaction impact if the wants to start editing.

Requirement: User has scrolled down to the middle of an article
Steps he must do:
1. Scroll up to top of page
2. Click Edit
3. Scroll down in edit mode to the position he wants to edit (very difficult if a lot of markup is used eg. Panels, Codeblock, Layout)

Better:
1. Hover over the section he wants to edit

• An edit button will show up (if he has the rights to edit)
  2. Click on edit
• The edit mode opens up at the position clicked before
