Permissions doesn't work for Decisions register

The decisions in our "Decisions register" should only be visible for a certain group. Therefore we made a view restriction for every decision. At this point the decision titles should be invisible for everyone that isn't in that group. But somehow everyone can see the titles, which make the Decisions register pretty useless for us.
