Anchor links on the same page do not work in IE8 when using multi-column layouts

    Description

      Symptoms

      If you have a page which has a multi-column layout, then when using IE8, if the anchors are not in the first column, then only the first anchor link on the page will function. All others will do nothing. Everything works fine in all other browsers, and in later versions of IE.

      Steps to Reproduce
      1. Create a page with a multi-column layout
      2. Put some Anchors in any column other than the first column, far enough that the page needs to scroll to get there
      3. Add links to those Anchors
      4. Click the first one, see that it snaps to the anchor
      5. Click any other link, see that it does absolutely nothing
      Workaround

      The only workarounds are:

      1. Use a later version of IE
      2. Use a different browser
      3. Don't use a multi-column layout
