Identical Headers will not work when clicked in the TOC

If a confluence page has two headers with the same text content, the TOC will display correctly however clicking on either of those header links in the TOC will always take you to the first one.

IE:

TOC
– H1
– H2
– H1 <--- Unreachable from the TOC, takes you the the first H1
