CONFCLOUD-27950 Add the ability to configure an image to open whether on the current window or in a new one

There's a couple reasons why we don't want to do this:
1. We'd rather let the user control where the content opens, as they can use the browser to determine whether it happens in a new tab/window or the current one.
2. I'd rather not add a setting for something that can already be controlled (as described above) and generally don't want to add settings unless there's a strong call for it. Your own example shows it's only the minority of the time you want to make use of it.
I'd suggest a tip macro telling people to right click and open the link in a new tab would be a workaround.
