Labels List macro does not detect labels on attachments in the current space

1. Create a new space
2. Add a new page
3. Attach a file to that page
4. Label that attachment (eg. "test")
5. Edit the page and insert the "Labels List" macro with its defaults
   1. Expected: the "test" label should show up in the macro's rendered output as a label in-use in this space.
   2. Actual: The macro shows no labels in this space.
6. Add the "test" label to the page
7. The Label now appears in the macro.
