In the Space administration should be an option to set a default restriction for new pages.
      e.g.:
Viewing restricted to: group "internal users"
Editing restricted to: group "internal users"

If a user adds an new page, this page should be restricted like configured (+ a view and edit permission for the creator).
This feature ensures that an article can't be viewed by everyone, unless it has been reviewed and approved for all space users.
