Cannot change a table row from header to normal

To reproduce:

• have a table with 1 row: a header
• use toolbar (or a keyboard shortcut) to insert a new row below
• notice it is header row again – expected a normal row
• try changing it by selecting the full row and using the toolbar button - doesn't work
• using highlight row button does not work as expected either.
