This error message is shown if either the JIRA server is unavailable or the Confluence URL is incorrect. 'localhost' is used in the steps to reproduce below, but if your Confluence instance can be accessed using 'localhost' you can easily reproduce the issue by changing it to something invalid.
We should look at providing more specific error messages, and whether it's possible to automate the removal of the incorrect application link in JIRA as soon as it's created.
Steps to Reproduce
- Install the latest version of Confluence (tested on 4.3.2)
- Install JIRA 4.3 or above
- During setup of Confluence, select to manage users in JIRA
- In the JIRA directory configuration screen, enter JIRA URL and username correctly
- Leave Confluence URL pointing to localhost, and attempt to connect
- You will see the error "This is not a valid url for JIRA 4.3 or later"
- Change the URL to be correct, and retry
- You will still see the error
Workaround
You need to remove the Application Link that is created in JIRA, through Application Links in JIRA Admin. Then try again with the correct URL.

We encounter the same error ( Jira 8.2 confluence 6.13 ). It can not work with app link delete.
