translations are not picked up by the confluence-dashboard-macros plugin

      The problem appeared in Japanese, but is reproducible at will in any language.

      The same language pack works without a problem on 4.2.

      For an example of not working translation, see attached Japanese language pack. It contains the key updates.tab.all translated into XXXXXXXX. In 4.2, the text shows up0, in 4.3 it does not.

      I would investigate this further, but BB is busted at the moment, so I am unable to tell if this is an issue with this particular plugin, or more general regression in i18n handling.
