it is too easy to drop an object in the wrong place and lose it

dropping a macro just above a title/paragraph loses the cursor. dropping will then place the thing being dragged-n-dropped at the bottom of the page layout cell. (tested in IE9 && Chrome)

for any reasonably sized page where the bottom of the cell is off the screen (and so the object being dragged will be dropped off screen), this will almost certainly confuse the users. even so, it is quite easy to drop an object into one of these "voids" and have it appear at the bottom.
