      To reproduce:

      1. create a table
      2. in one of the cells, add a few bullets.
      3. get your cursor at the end of the first bullet and keep hitting CMD+Backspace/Delete (or Shift + Home then Delete/Backspace on Windows)

      Expected result: It will delete every word in the row and eventually delete the bullet and the entire row, moving the rows below it up one line
      Actual result: It deletes the bullet but not the entire row.

      The end result is that you can never delete that first row.
