Mention @user email notification doesn't work on page or comment edit

    • Tested in my local 4.2. Customer encountered this in 4.2.1 (I witnessed this through a screen share). Reproducible in EAC which is running in 4.3-CDOG-1790 and 4.3-CDOG-2041

      Steps to reproduce:
      1. Create a new page
      2. Mention user1
      3. Save the page
      4. Check Mail Queue (the notification is listed)
      5. user1 get the mail notification
      6. Edit the same page
      7. Mention user2 and user1 (one more time)
      8. Check Mail Queue (the notification is not listed)
      9. user2 & user1 did not received any mail notifications
      10. Create a new child page under this existing page and you will notice that the same issue is reproducible

      Note: user1 & user2 have sufficient permission to view the pages.
