Customers report that the wiki markup conversion tasks do not run when upgrading 3.5 to 4.2

Customers are reporting that the wiki markup conversion tasks do not run when upgrading from Confluence 3.5 directly to Confluence 4.2. The tasks do run when converting from 3.5 to 4.1 and then 4.2.

  Tried 3.5.7->4.2 in test env, it looks like there were not any data conversion from wikimarkup to xhtml

  We've tried Upgrade 3.5.9 to 4.2 and there did not come up tasks to convert wiki markup. Also f.e. the code for Scaffolding plugin got lost.

  Doing the path 3.5.9 -> 4.1.9 -> 4.2 on the 4.1.9 stage the markup upgrade ran and then the upgrade to 4.2 succeed (also for Scaffolding)
