Anonymous User is able to access label dialog popup despite not having permission

The anonymous user only has permissions to view the Wiki, but no add/edit permissions, however they are able to access the labels dialog as if they have those permissions, (see attached screenshot). Fortunately the issue appears to be cosmetic because when the anonymous user creates a new label and presses "add" the label isn't created but it still causes concern and confusion for our users.
