Space Permissions -> Individual Users -> Select All -> all(!) boxes are checked

If you have at least two users directly in a space and use the "Select All" or "Deselect All" Actions all boxes of all users are selected/deselected.
It is not limited to the current user.
It is working correctly in the groups area.
