Labels dialog encourages personal label addition, despite personal labels being hidden from UI

Summary

'Personal labels' usage Warnings are still implemented in Confluence even though 'Personal Labels' has been deprecated in Confluence 4.1

Steps to Reproduce

1. Log in to Confluence and create a space
2. Make sure that the "Add" Pages permission (From Space Tools > Permission) is only given to your account
3. Have other user to access a page from this space
4. Try to add a label to one of the pages

Expected Results

User will not be able to add labels to this page. This is an expected behavior as they do not have the correct permission. The warning dialog pop up should be something such as:

"You do not have the permission to add labels in this page"

Actual Results

Users will get a misleading warning as follows:

"You are only permitted to add personal labels on this page"

This issue also happens when there is a page level editing restrictions applied
