Description
The attachment download url doesn't let you view a previous version if the effects parameter is specified, e.g:
/download/attachments/2162697/<img> shows the latest version
/download/attachments/2162697/<img>?version=1 shows version one
/download/attachments/2162697/<img>?version=1&effects=<effects> shows the latest version when it should show version 1 of the attachment
