Fix failing DB2 build

The DB2 builds are currently failing the PlatformCTKAcceptanceTest, due to using too long a key when looking up plugin settings. We have to truncate the key we're given whenever we invoke get or put operations on bandana data, to ensure we don't trigger this error.
