Membership sync with LDAP can run twice in some situations

    Description

      According to CWD-2342, the membership sync can run multiple times redundantly when configured without nested groups in Confluence.

      Not all the issues in CWD-2342 apply to Confluence; we can only expect a modest performance increase for synchronising a large number of memberships with LDAP, Crowd or JIRA.
