Plugin Administration Page link should point to UPM rather than legacy plugin manager

    Description

      Steps to repro:

      1. Go to Confluence Admin > General Configuration
      2. Click on the Plugin Administration Page link under Feature Settings

      Expected:
      User is taken to the UPM ([Confluence Address]/plugins/servlet/upm)

      Actual:
      User is taken to the legacy Plugin Manager ([Confluence Address]/admin/plugins.action)
