We can't duplicate the problem and have received no further details from the reported after 2 years.

Can you please check two things
1. Have you installed a Chinese font for pdf export?
2. Which version of the pdf export are you running? It sounds like an update to the latest version would fix the 403 error. Current latest version is 1.9 please see https://plugins.atlassian.com/plugin/details/24681 for details of the plugin, and to download an updated version.
