The "Server Base URL must be set to the same URL" message on editgeneralconfig.vm uses the doc macro to generate a link to the knowledge base, which doesn't work

Go to http://<host>/<context>/admin/editgeneralconfig.action

If you have a localhost or 127.* type base URL configured then you get a warning message immediately underneath the text field. This provides a link to the knowledge base but this link is 'http://docs.atlassian.com/confluence/docs-34/display/CONFKB/Various+issues+Caused+when+Server+Base+URL+does+not+Match+the+URL+used+to+access+Confluence' which is wrong.

The #doc macro has appended docs-34 etc.
