IE prompts for download instead of opening thumbnail images containing non-ASCII characters

    Description

      Upload an image containing non-ASCII characters in the filename, and use the thumbnail on a page, e.g.:

      !awb överzicht.gif|thumbnail!

      Clicking on the thumbnail in IE will prompt to open/save the file.

      The expected behaviour is to open the full-size image in a new window - this works correctly when using Firefox.

      Note: this is logged against 3.0 as it is reporting the behaviour after the fix for CONF-14724.
