      Excerpt from David Valentine Comment:

      Ok. Maybe I can delete those users, but it's extremly slow, and causes the confluence webapp to be unavailable.

      Slow deleting a user that has no pages (amy) took 8+ minutes for the confirming delete to appear, about as long for delete.
      Pegging one CPU. Plenty of memory (87MB of 149MB) according to Jira.
      No VM disk hashing on the machine.

      Same for parajay (about 16 minutes to delete a user).

      hsqldb is the database
