Improve user tier exceeded notification

      Issue Summary

      Currently, Admins receive a somewhat basic notification that they are close to exceeding or have exceeded their hired user tiers. 

      The admin would benefit from receiving more information on those notifications, allowing them to make informed decisions about the urgency of their intervention or even how to start the conversation with the Atlassian licensing representative, vendor, or similar. 

      Additionally, allowing Admins to configure the threshold at which these messages are sent would be helpful. 

      Expected Results

      Receive a notification that contains: 

      • Site/URL of the site(s) that is close to breach
      • License count (used/available)
      • Better directions on how to find the user tier on AdminHub
      • Better directions on how to configure the threshold for this kind of notification

      Actual Results

      Receive a notification that only has the name of the subscription and a link to access more details. 

      Workaround

      Reach out to your Atlassian Support representative or vendor for more information on expanding services or returning licenses.
