Provide ability to redirect jira.com URLs to atlassian.net URLs

There are some migration scenarios where users are moved from *.jira.com to *.atlassian.net. In these cases it would be good to have the ability to redirect to the new URL so that links to the old URL would continue to work.

For example, https://foo.jira.com/wiki/display/FOO/Home -> https://foo.atlassian.net/wiki/display/FOO/Home
