Ability to filter the IP ranges in the atlassian-public-ip-changes SNS topic

      There are way too many IP address ranges on ip-ranges.atlassian.com and when someone subscribes to atlassian-public-ip-changes SNS topic, they will be notified on the changes to all of these address changes.

      However, some organisations prefer to whitelist the 14 IPv4 ranges mentioned in the page IP addresses and domains for Atlassian Cloud products-Outgoing Connections. 

      It would be ideal if there was an ability to filter out the notifications for only the outgoing connection IP ranges.
