Issue Summary

Downloads from Atlassian systems, such as Backup Manager, https://transfer.atlassian.com, show speeds limited to approximately 17MBps despite no known internal limits applied in media services, proxies, or internal platforms.

Steps to Reproduce

1. Check your connect (e.g. with Speedtest) has high upload and download speeds
2. Create a Backup in Jira
3. Download the backup file
   1. Check the download speed
4. Try uploading data to https://transfer.atlassian.com
   1. Check the upload speed

Expected Results

If you have more available bandwidth, then the upload and download speed should exceed 17MBps.

Actual Results

Upload and download speed is limited to ~17MBps
