Copy product data report downloads as 0-byte csv file

      Issue Summary

      Copy product data report downloads as 0-byte Zip file.

      Steps to Reproduce

      1. Go to admin.atlassian.com and select your organization 
      2. Navigate to Settings > Data Management
      3. Select a previously started data copy.
      4. Click Download Report

      Expected Results

      A zip file containing RequiresAttention.csv and Summary.csv to be downloaded.

      Actual Results

      If the report size is bigger than 32 MB an empty Zip file downloads.

      Workaround

      Opening a support request to get the file.

            This is a known limitation at this point where Post Migration Report(PMR) of size less than 32MB can be downloaded via the admin hub. If the PMR size is greater that that, they need to request the CSS who then runs a command to download the PMR.

            We will be working on addressing this gap in the near future. This would require a major architecture change to fix this so not committing any date without discussion with the broader team (engineering + PM).
