IP allowlist should send notification to all admins when enabled/edited/disabled

Currently, when the IP allowlist is enabled, edited, or disabled, there is no notification sent to admins apart from the log created in the Audit log. This can lead to a potential security oversight if changes are made without the knowledge of all relevant admins.

Enhance the IP allowlist feature so that it automatically sends a notification to all administrators whenever it is enabled, edited, or disabled.
