Issue Summary

When viewing the billing preview at org or site level, not all products appear. For example for some customers they will see no products when they go to https://admin.atlassian.com/s/<site id>/billing-preview and https://admin.atlassian.com/o/<org id>/billing-preview

Others will only see Jira Product Discovery or Atlas.
