They either aren't big enough to have Enterprise licences or moving to Enterprise is cost-prohibitive. The current workaround is using addons to connect to other reporting toolsets like PowerBI or Tableau. Even if Analytics was a more expensive option than the addons, many customers would prefer this. I know that Atlassian make money from the addons in the Marketplace but Atlassian could be making more money by selling the Analytics product that customers want separately. At the very least this would be giving customers the freedom to choose. This is unassigned so I'm not sure who I'm really saying this to... but it makes me feel better.
