Cloud to Cloud migration fails while importing project role

      Issue Summary

      When a cloud to cloud migration is performed from a site with Connect apps installed to a site where the apps are not present, the import fails.

      Steps to Reproduce

      Migrate from a site with an app which is not present on destination site.

      Expected Results

      Migration should work

      Actual Results

      Migration fails with the below exception is thrown

      ProjectRoleActor{id=''}] does not exist'

      Workaround

      A potential workaround is to install the apps on the destination site as well.
