In the FAQ of Atlassian cloud IP ranges and domains it states under Can the IP range change?:
We will publish a blog post a few weeks before that change is made. Note that all ranges, old and new are covered within the already-long-documented ranges on http://ip-ranges.atlassian.com.

Business Impact
There are customers' custom apps that rely on this list to function properly. Should Atlassian fail to publish these changes, and in case we are not able to programatically update the list, then it will result in service disruption. This needs to be published somewhere so we can be aware of them ahead of the changes.
