Summary

When adding a URL to a Jira custom field of URL type, if the link contains certain characters, such as ć, Á, ț and other similar characters, Jira sees the URL as invalid, even if, placed in a web browser, the URL works.

Steps to Reproduce

1. Set up a custom field of type URL
2. Add a (working) URL that contains one of the characters
3. Notice the error message: Not a valid URL

Expected Results

URL should be seen as valid

Actual Results

Jira reports that the URL is not valid
