It is not possible to edit an issue's description that is a link if that link spans multiple lines. Tapping on any part of the description launches the link in Safari. Tapping below the link adds an attachment.

If the link spans a single line, you can tap to the right of it to edit the description. If there is other text in the description, that can be tapped to edit the description.
