Allow custom issue filters to be set as default filter for the issue screen on a project

Problem Definition

• "Open issues" is the only filter that runs by default
• Allowing the ability to change the default filter when viewing issues within will help customers stay organized

Suggested Solution

• Add functionality which allows custom filters to be set as the default filter

Why this is important

• In some instances, customers would like to have control over how issues are displayed when looking at a project

Workaround

• Create a custom filter and share that filter
